Indian Police Service, 1983 Batch, Assam-Meghalaya Cadre. Born on 10.03.1955.
Retired on 31.03.2015. He is MA (Eco.); Bachelor of Law and Master of Business Administration.

Work Experience

Worked as a Lecturer in Economics in two colleges of Delhi University during 1978-79. Worked as Probationary Officer, State Bank of India during January 1981 to August 1983. Joined IPS in August, 1983. During 1985-1989 held several assignments in Assam at District and Battalion level. During September 1989 to August 1997 deputed to Cabinet Secretariat, Govt. of India. Worked as DIG (Western Range) Assam from December 1997 to March, 2000. During 2000-2007, worked with CBI as DIG and Joint Director, supervised Fodder, Bitumen, MSD and Engineering Scam Cases of Bihar; Water Resources Scam Cases of Orissa; IPO Scam of Bombay-Ahmedabad; and Nandigram Incidents in West Bengal . Worked as Director (Vigilance and Anti-Corruption), ADG (Border) and Additional DGP (Law & Order), Assam during 2007-2010. In addition to the regular assigned duties, during 2009-10, assisted Assam Human Rights Commission in supervision of investigation of cases and processing of investigation reports for perusal and orders by the Commission.

Worked as Deputy Director General (Operations), Narcotics Control Bureau, MHA, Govt. of India during November 2010-2015. Worked as Director General, NCB, MHA, Govt. of India from February 2015 to 31.3.2015. In 2014, investigated IPL match fixing allegations, entrusted by the Supreme Court of India. Assisted Justice Mudgal Committee and Justice Lodha Committee till 31st March 2015.

During September 2015- March 2017 worked as a Member of the Committee headed by Sri ML Sharma constituted by the Hon’ble Supreme Court of India to ascertain the impact on investigation/ outcome of Coal Scam cases due to visits by number of visitors to the residence of Sri Ranjit Sinha, the then Director CBI.

Experience relevant to investigation of Human Right violations

Supervision of the cases as the district SP in 1989, in the incidents of attacks by the Naga insurgents on the villages at Assam Nagaland border, leaving 26 people dead, apart from injuries and torching of houses. Supervised the cases as the DIG Western Range, Kokrajhar, Assam Police, relating to ethnic clashes between Bodos and Adivasis during 1997-2000.

While working as Joint Director CBI supervised a number of Custodial death cases, the investigation of which was taken up under orders of the High court. Three important cases during the period were, a case of a DHD militant in North Cachar Hills district who died in the custody of the Indian Army, a case of death of a Muslim youth in Imphal and a case of alleged torture and death of a militant in Bongaigaon district, Assam.

In 2007 March, under orders of the Calcutta High Court, with a team of investigators and forensic experts entered Nandigram, where the previous day, West Bengal Police allegedly along with supporters of a political party opened fire killing a number of people. The enquiry report was submitted to the High Court.
In 2009-10, assisted Assam Human Right Commission in supervising investigation of cases and processing the investigation reports. Some very old cases were disposed. Number of supervision instructions were given to ensure thorough investigation. The efforts were appreciated by the Chairman AHRC.
