CURTAIN RAISER: NHRC Open Hearing and Camp Sitting for the cases of Uttar Pradesh at Lucknow from the 9th to 11th August, 2017 (08.08.2017)

The National Human Rights Commission will be holding its three day 'Open Hearing and Camp Sitting' for the cases of human rights violations and related grievances of the people of Uttar Pradesh at Yojana Bhawan, Near Secretariat, Lucknow from 9th to 11th August, 2017. In addition to the fresh complaints received in response to the public notices, the Commission has also decided to take up during the 'Camp Sitting and Open Hearing' some of the cases of Scheduled Castes and Scheduled Tribes victims already under consideration.
The Commission will take up 255 cases during its 'Camp Sitting and Open Hearing', which will begin with the inauguration by Justice Shri Pinaki Chandra Ghose, Member, NHRC on the 9th August, 2017 at 10.00 AM. After the inauguration, the Commission will take up 171 cases, to be heard by the Members Justice Shri Pinaki Chandra Ghose, Justice Shri D. Murugesan, Shri S. C. Sinha and Smt. Jyotika Kalra.
The matters relating to atrocities on scheduled castes, improper implementation of welfare schemes of Central and State Government for Scheduled Castes, non-registration of FIR, grabbing of land of Scheduled Castes by upper class people, non-issue of caste certificates etc will come for hearing before four benches. Complainants as well as the concerned authorities have been asked to remain present at the time of hearing of the cases.
On the second day of the Camp Sitting/Open Hearing, 17 important cases shall be taken up in the sitting of Full Commission. These include cases of large number of deaths of prisoners in the jails of Uttar Pradesh, denial of admission to mentally ill patients from Uttarakhand in Bareilly Mental Hospital, missing children, electrocution etc. 31 and 36 cases of death in police action will be heard in the Division Bench-I and II respectively.
On the concluding day, the Commission will have an interaction with NGOs between 10.00 and 11.00 AM, followed by discussion with the Chief Secretary, DGP, DMs, SPs and other senior civil, police and jail officers of the State on the issues raised by the NGOs at Yojana Bhawan, near Secretariat from 11.30 AM -- 12.30 PM.
Later on, the Members of the Commission would brief the media about the outcome of the 'Open Hearing and Camp Sitting' as well as discussions with the NGOs and senior officers of the State Government for wider dissemination of information on the human rights issues and action taken by the NHRC for their protection and promotion. The media briefing will also be held at Yojana Bhawan, near Secretariat Lucknow at 12.45 PM on the 11th August, 2017.
The National Human Rights Commission (NHRC) has been holding 'Camp Sittings and Open Hearings' in different States and Union Territories of the country in order to address the grievances of people speedily as the Commission is committed to safeguard the human rights of every individual. These 'Camp Sittings and Open Hearings' also provide an opportunity to take up pending cases of respective states for hearing and disposal on the spot. The aggrieved persons, NGOs etc get a platform to express the problems being faced by the people on account of omissions/commissions on the part of public authorities. Such programmes also provide an opportunity to sensitize the public officers about the issues involving human rights.
So far, the Commission has held its 'Camp Sittings and Open Hearings' in the States of Assam, Andhra Pradesh, Andaman & Nicobar, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Meghalaya Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh, Uttarakhand and at Chandigarh for the States of Punjab, Haryana, Himachal Pradesh and UTs of Chandigarh and Puducherry.
A 'Camp Sitting and Open Hearing' for the States of Andhra Pradesh, Karnataka, Kerala and Tamil Nadu was held jointly at Bengaluru in September, 2010. Another joint Camp Sitting/Open Hearing for the States of Haryana, Himachal Pradesh, Punjab and UT of Chandigarh was held at Chandigarh in November, 2014. A joint 'Camp Sitting and Open Hearing' for the States of Andhra Pradesh and Telangana was also held at Hyderabad in April, 2015. The Commission also held an 'Open Hearing' in its office at Manav Adhikar Bhawan, New Delhi to hear complaints received from Meerut region of Uttar Pradesh.
Besides, the Commission also organized one 'Regional Public Hearing on Right to Health Care' in collaboration with the Jan Swasthya Abhiyan (JSA) at Mumbai from 6th-7th January, 2016 for the States of Gujarat, Maharashtra, Rajasthan, Goa and Union Territories of Daman & Diu and Dadra & Nagar Haveli.
