4. Indian Sign Language for the Hearing Impaired
The Commission received a representation from Shri S.S. Chauhan, Hon. Secretary, Delhi Association of the Deaf on the discrimination being faced by persons with hearing impairment. He requested that the concerned Ministry might be directed to ensure the development of a standard Indian Sign language at the earliest.
The Commission in its meeting held on 30 April 2004 approved the proposal in principle. The title of the project will be "Indian Sign Language for Deaf Persons" with the aim of promoting recognition of such language for the protection of the linguistic rights of the members of Deaf Community. It was decided that the National Institute of Hearing Handicapped (NIHM), Mumbai will be the nodal institution for the project.
