4. Mentally challenged man kept in cage;
NHRC takes suo-motu cognizance

The Commission has taken suo-motu cognizance based on a story reported in a section of the media on 25 April 2005 of a 28-year-old man being caged for 9 months in Murhu village in Jharkhand.
Along with a photograph, it was reported that the mentally challenged youth, Praveen Manjhi had been confined for the past nine months in a cage 6 ft. long and 4 ft. wide because of his violent behaviour and having hurt a number of villagers. As per the news report, Praveen had lost his mental balance two years ago.
The Commission observed that if the contents of the report are true, it raises serious issue of violation of human rights of mentally ill persons. A copy of the news item has been sent to the Chief Secretary, Jharkhand to look into the allegations and submit his comments.
