A baby delivered in the park of a hospital in Panipat: NHRC issues notice to Haryana Government (23.5.2014)

The National Human Rights Commission has taken suo motu cognizance of a media report that on the 16th April, 2014, a woman delivered a baby in a park of the Civil Hospital in Panipat as instead of providing treatment at an advance stage of labour, she was referred to PGI, Khanpur.
The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human right to health of the victim mother and child and issued notice to the Secretary, Health Department, Government of Haryana calling for a report within two weeks.
Reportedly, the victim woman, who was four months pregnant, suffered from labour pain in the morning of the 16th April, 2014 and was taken to Primary Health Centre but on account of non-availability of doctor there, she was brought to the Civil Hospital. According to the doctor at the hospital, Sonia was anaemic and the hospital did not have any blood unit. Therefore, she was referred to PGI, Khanpur.
