A Ghaziabad hospital declares a live young boy dead; NHRC summons DG, Health Services, Uttar Pradesh

The National Human Rights Commission, NHRC, taking a serious view of the non-compliance of its recommendations by the Director General, Health Services, Uttar Pradesh has summoned him to appear before it to give explanation in a case wherein a young boy, victim of a road accident, though alive was declared dead by the doctors at MMG Hospital, Ghaziabad and shifted to the mortuary.

The Commission took up the case on a complaint of a human rights activists alleging that Sanjeev, 21 year old, M.Com student was severely injured in a road accident on the 17th July, 2010. He was rushed to the MMG Hospital, Ghaziabad by the police. Allegedly, the doctor on duty in gross negligence, declared him brought dead and got him shifted to the mortuary. When his family members arrived there, they found him alive crying with pain. They demanded stern action against the negligent doctor, but no action was taken by the authorities in the matter.

Taking into consideration the seriousness of the allegations, the Commission on the 26th August, 2010 issued a notice to the Director General, Health Services, Directorate of Health & Family Welfare, Government of Uttar Pradesh, calling for a report within four weeks in the matter.

However, despite reminders in writing and over telephone, the Director General, Health Services failed to respond to the Commission's notice. In view of this, the Commission today on the 27th April, 2011 directed the Director General, Health Services, Uttar Pradesh to appear before it on the 3rd June, 2011 along with the relevant records in the matter and explain.
