A school kid's eye damaged in corporal punishment in U.P.; NHRC issues notices to DM and SSP, Bulandshahar

The National Human Rights Commission has taken suo motu cognizance of a media report alleging that a student of class first was severely beaten up by the Principal of a public school in District Bulandshahar, U.P. badly injuring his right eye. The media reported the incident on 6th February, 2013.


The Commission has observed that the contents of the press report, if true, raised a serious issue of violation of human rights of the child. Notices have been issued to the District Magistrate and SSP, Bulandshahar, Uttar Pradesh to submit reports in the matter within four weeks.


Reportedly, the Principal gave the boy severe corporal punishment as his father, a daily wage earner, could not pay school fee in time for the last month. The victim is a resident of village Pilkhana, police post Diwai, District Bulandshahar. He is reported to have lost vision in his right eye.


The Commission has also directed the District Magistrate to inform as to whether the concerned school is providing free education to the children under EWS quota and, if so, why the victim was not provided such facility.
