Abuja guidelines for co-operation between Parliaments and NHRIs

Representatives of Commonwealth National Human Rights Institutions (NHRIs) and Commonwealth Parliaments met in Abuja, Nigeria from 23 - 26 March 2004 and discussed ways to develop a constructive relationship between their respective institutions. The Commission was represented by Shri P.S.S. Thomas, Secretary General and Shri Ajit Bharihoke, Registrar. At the meet it was recognized that both Parliaments and NHRIs could make an invaluable contribution to the promotion and protection of human rights and in supporting the work done by each other. It was agreed that parliaments should develop a special working relationship with NHRIs. It was also agreed that the "Abuja Guidelines" which the Conference finalized could form a suitable basis for developing an effective relationship between parliaments, parliamentarians and NHRIs for the promotion and protection of human rights. Representatives also noted the need to publicize the guidelines as widely as possible.
Describing the role of Parliaments and Parliamentarians, the Abuja Guidelines urged Parliaments and Parliamentarians to produce an appropriate legal framework for the establishment of NHRIs in accordance with the Paris Principles and the Commonwealth Best Practice Principles.
Describing the role of Human Rights Commissions, the Abuja Guidelines urged the Human Rights Commissions to
· Provide parliamentarians with regular expert, independent advice on national, regional and international human rights issues, instruments and mechanisms.
· Provide on-going training for parliamentarians on human rights principles.
· Advise parliamentarians on the human rights implications of all proposed legislation and constitutional amendments as well as existing laws.
· Inform parliamentarians on the research into human rights issues being undertaken.
· Hold regular human rights seminars and conferences with parliamentarians
