Afghanistan Independent HRC delegation
visits NHRC-India
As a part of the follow up action on the MoU signed by the Afghanistan Independent Human Rights Commission (AIHRC) with the National Human Rights Commission, India and the National Institution Building Project (NIBP) of the United Nations Development Programme (UNDP), Afghanistan, a five member delegation of AIHRC led by Mrs. Nafisa Nezam, Operations Manager, AIHRC, HQ visited NHRC from 11th to 22nd March, 2013.
The purpose of the visit was to study and build capacity in the area of investigation skills, complaint handling and its mechanisms, use of technology for complaints handling, public hearing processes, etc.
The delegation made courtesy calls on Chairperson and Members of the Commission. The delegation had detailed interactions with the Secretary General, Director General (Investigation), Joint Secretary (P&A), Joint Secretary (Trg.), Deputy Secretary (Admn.), Deputy Secretary (Research), Under Secretary (Coordination) and other officers of the Commission about the activities and functioning of the Commission, international co-operation training and research issues including Complaint Management System and investigation techniques. During the visit, the delegation was attached with the Law Division and Investigation Division of the Commission and they were trained on Complaints Registration Procedure, technology usage of complaints registration and to better understand investigating techniques and methods used by the NHRC, India.
The delegation also visited the State Human Rights Commissions of Punjab & Haryana and met the Chairpersons and Members to familiarise themselves with the working of the SHRCs. The delegation had also detailed discussions with the Additional DGP (Human Rights), Punjab about the Human Rights situation in the State and the efforts being made by them to improve the human rights culture in the State.
