Assault of an 8-year-old boy by a Police Officer
NHRC seeks comments of Delhi Police

The National Human Rights Commission has asked the Commissioner of Police, Delhi to look into the allegations reported in a newspaper dated 28th April 2004 of an 8-year-old boy Sahil, having been brutally beaten and abused by Onkar Nath Kaul, who is reported to be a Police Officer.
The newspaper story had said that the incident took place when the glass of Onkar Nath Kaul's car was broken by Sahil while the boy was playing. Sahil was taken to Safdarjung Hospital and admitted there, but the medical report of the boy had not been received, it said. It also reported that Vasant Kunj police had not registered any case since no complaint has been received. The media report alleged that the boy's mother had called PCR but no action had been taken by the police on account of the influence wielded by the officer.
Taking suo-motu cognizance based on the media report, the Chairperson of the Commission, Dr. Justice A.S. Anand observed that if the contents of the report are true, it raises issue of violation of human rights. A copy of the news item has been sent to the Commissioner of Police, Delhi to submit his comments within three weeks.
