Awareness programme on Human Rights for Presidents of Gram Panchayats
A delegation of the National Human Rights Commission led by Mr. P.C. Sharma, Member and comprising Mr. J.P. Meena, Joint Secretary (P&A), Mr. Sanjay Kumar, Under Secretary (GA) visited Vaishali and Ara districts in Bihar from 16th-18th February, 2012 to participate in the awareness programme on human rights for Panchayat Presidents organized by the Government of Bihar.The delegation also assessed the performance of schemes for socio-economic development of people.
Addressing the gathering in Vaishali, Mr. P.C. Sharma said that Panchayats play an important role in protection and promotion of human rights at grass-root level. Recalling the history and tradition of Vaishali's rich cultural heritage, he said that hopefully the Panchayat presidents would commit themselves to ensuring protection and promotion of human rights and, if necessary, approach the Commission for lodging their complaints. He said that Panchayati Raj is predicated on the development of society through local self-governance. A number of Gram Sabha representatives including women and officers of the State machinery attended the awareness programme.
The Commission visited District Ara on the 18th February, 2012 and took stock of the situation in schools, Anganwadi centres, fair price shops and also inspected the implementation of the MNREGA scheme. The delegation met with the senior officers responsible for the implementation of various schemes, particularly for food security.
