BSF lifts NHRC debate competition rolling trophy

The Border Security Force, BSF, lifted the overall best team rolling trophy winning the final round of All India Inter-Para Military Forces debate competition in Hindi and English, organized by the National Human Rights Commission in collaboration with the Border Security Force in New Delhi on the 31st October, 2013. The topic of the debate competition was "Winning Hearts and Minds and Dealing with Internal Security Challenges Do Not Go Hand In Hand".
Among the individual honours, the first prize for debate in Hindi went to Shri Rajendera Singh, L/Hav. (GD), Assam Rifles, North East Zone and in English to Sushri Suman Kumari, M/CT., BSF, North Zone. The second prize in Hindi went to Shri R.P. Tripathi, ASI, BSF, North East Zone and in English to Shri Ankit Dubey, Assistant Commandant, CISF, Delhi Zone.The third prize in Hindi went to Capt. Amrendra Kumar, BSF, Delhi Zone and in English to Shri R.N. Tospoi, RFN (GD), Assam Rifles, North East Zone. Consolation prize in Hindi went to Sushri Rekha Negi, SI, CISF, UP Zone and in English to Sushri Irina Pegu, SI, CISF, Delhi Zone.
The winners were decided by a three-member jury headed by Justice Shri K.G. Balakrishnan, Chairperson, NHRC and comprising Shri V.N. Rai, former Director, SVP, Hyderabad and Prof. Poonam Pradhan Saxena, VC, National Law University, Jodhpur, Rajasthan.
Congratulating the winners of the Debate Competition, Justice Balakrishnan said that security is the key function of the State, which cannot be undermined by the threat from terrorism. However, India being a democratic country, there cannot be harsh laws at the cost of principles of natural justice. In this sense, the role of security forces in protecting life and human rights of people becomes extremely challenging. Counter-terrorism operations should not undermine human rights, which are obligatory on part of States all over the world and a balanced approach by security forces in their functioning alone can be effective. Smt Kanwaljit Deol, DG (I), NHRC and Shri Subhash Joshi, D.G., BSF and other senior officers and guests were present on the occasion.
