BSF lifts rolling trophy in the NHRC Debate competition for Para-Military Forces

The Border Security Force, BSF, lifted the overall best team rolling trophy winning the final round of All Indi a Inter-Para Military Forces debate competition in Hindi and English, organized by the National Human Rights Commission in collaboration with the Border Security Force in New Delhi today.

The topic of the debate competition was "Winning Hearts and Minds and Dealing With Internal Security Challenges Do Not Go Hand In Hand". Among the individual honours, the first prize for debate in Hindi went to Mr. Rajendera Singh, L/Hav. (GD), Assam Rifles, North East Zone and in English to Ms. Suman Kumari, M/CT., BSF, North Zone.

The second prize in Hindi went to Mr. R.P. Tripathi, ASI, BSF, North East Zone and in English to Mr. Ankit Dubey, Assistant Commandant, CISF, Delhi Zone.

The third prize in Hindi went to Capt. Amrendra Kumar, BSF, Delhi Zone and in English to R.N. Tospoi, RFN (GD), Assam Rifles, North East Zone. Consolation prize in Hindi went to Ms. Rekha Negi, SI, CISF, UP Zone and in English to Ms. Irina Pegu, SI, CISF, Delhi Zone.

The winners were decided by a three member panel of jury headed by Mr. Justice K.G. Balakrishnan, Chairperson, NHRC and comprising Mr. V.N. Rai, (Former Director, SVP, Hyderabad), Prof. Poonam Pradhan Saxena, VC, National Law University, Jodhpur, Rajasthan.

Congratulating the winners of the Debate Competition, Mr. Justice Balakrishnan said that security is the key function of the State, which cannot be undermined given the threat from terrorism. However, India being a democratic country, there cannot be harsh laws at the cost of principles of natural justice. In this sense, the role of security forces in protecting life and human rights of people becomes extremely challenging. Counter terrorism operations should not undermine the human rights, which are obligatory on part of States all over the world and a balanced approach by security forces in their functioning alone can be effective.

The NHRC has been organizing this debate competition in Hindi and English since 1996. The debate is initially conducted at 8 zonal levels to short list debaters and then the semi final and final rounds are conducted. The responsibility to hold debate under the aegis of the NHRC is entrusted to one of the Para Military Forces on rotation basis, and the BSF shared the responsibility this year.
