Strict law enforcement and severe punishment must be in place to fight against the evil. Create awareness, campaign and sensitize civil society and field functionaries of State parties about the human rights of the victims. NHRIs should act promptly, persuasively and positively as facilitators to make their respective Governments to act according to the international standard and consistent with relevant protocols and conventions having bearing on the issue. NHRIs should have 24 hours toll-free helpline for migrants. NHRIs may collaborate with NGOs in extending necessary assistance to migrants. NHRIs may consider cooperation - regional or sub-regional level, in dealing with the problem besides co-operation among the NHRIs. NHRIs to persuade State Governments to amend the existing law to deal with the problem specifically or enact a new legislation.
