NHRC's 'Open hearing' in Varanasi, UP on atrocities against Scheduled Castes from 26th -27th November, 2013.

A delegation of the National Human Rights Commission headed by the Chairperson, Hon'ble Justice Shri K.G.Balakrishnan will be visiting Varanasi for an Open Hearing, to be held on 26-27 Nov., 2013, of about 123 cases of atrocities against Scheduled Castes and the problems being faced by them in seeking justice from the State Govt. agencies. NHRC Members Justice Shri D.Murugesan and Shri S.C.Sinha, Registrar (Law) Shri A.K.Garg and other senior officers of the Commission will be the part of the delegation.
The Commission had issued a public notice calling for complaints of atrocities by public servant or of negligence by a public servant in prevention of atrocities from the persons belonging to Scheduled Castes residing in the Varanasi Division comprising of Chandauli, Ghazipur, Jaunpur and Varanasi Districts. The Commission after due consideration, has decided to take up 123 cases during the Open Hearing to be held in Varanasi on 26-27 November, 2013. The complaints mainly comprise of atrocities of Scheduled Castes, Bonded Labour, atrocities on Scheduled Castes by police, inaction by the Central/State Govt. officials etc.
The Open Hearing will be inaugurated by the Hon'ble Chairperson, NHRC on 26.11.2013 at Commissioner's Office Meeting Hall/Auditorium, Opposite Vikas Bhavan, Kacheri, Varanasi (UP). The hearing will start at 11.15 AM on the same day. The venue of the hearing for 27.11.2013 will remain the same.
On 27.11.2013 the Commission will have a meeting with the local NGOs followed by a wrap up meeting with the local Administration.
Prior to this, the Commission has held five open hearings of complaints on atrocities against Scheduled Castes in Odisha, Gujarat, Tamil Nadu, Rajasthan and Maharashtra. The Commission has decided to hold such open hearings to reach out to the Dalits and hear their complaints about violations of their rights by the public authorities. The decision is based on the recommendations given by Mr. K.B.Saxena, IAS (Retd) in his report, commissioned by the NHRC, on the continuing problems faced by the Scheduled Castes.
