The Commission and the Delhi Police jointly organized a debate competition at the Police Headquarters in New Delhi in January 2005 in which 9 police personnel representing the three ranges - Northern, Southern and New Delhi participated in the final round. The participants spoke both for and against the topic "Whether overlooking human rights by police personnel amounts to injustice to the public or otherwise".
While Kavinder Mohan, Ram Kumar and Rajesh Kumar, Sub-Inspectors (Police Training College) and Harish Joshi, ACP (Vigilance Branch) were selected as the best speakers at the event, a running trophy was also awarded to the Southern Range. This was jointly received by Joint Commissioner of Police (Southern range) and Joint Commissioner of Police (training).
