DGP, Bihar directed to report on handcuffed Child Criminal

The National Human Rights Commission has taken suo-motu cognizance of a news report captioned "Child criminal?" which was a photograph showing a handcuffed child along with policemen that appeared in a national daily dated 23rd November, 2004. The photo caption stated that 12-year-old Govinda, was arrested by the police of Sri Krishna Puri, police station for allegedly calling up houses in the area, abusing the owners and demanding ransom money in the style of the notorious Bindu Singh, was is currently in Bhagalpur jail for extortion.
The Commission has directed the DGP, Bihar to report within 2 weeks on the following:
i) under what circumstances the child was handcuffed in violation of guidelines laid down by the Supreme Court of India?
ii) Was the child produced in the Juvenile Justice Board?
iii) Where is the child lodged at present?
iv) Status of the case against Govinda.
