Diktats of Khap Panchayats in Haryana

The Commission took suo motu cognizance of media reports published on the 17th and the 24th July, alleging diktats of khap (caste) panchayats in Haryana in the matters relating to marriages in the same castes. According to these reports, Ravinder Gehlout of Dharan village, district Jind was asked by the khap panchayat to divorce his wife Shilpa Kadyan as they belonged to the same caste. The girl's family members rejected panchayat's diktats. Consequently, they were asked to leave the village. In another incident, Ved Pal Mor of Matour village in Kaithal district had to face panchayat's ire when he eloped with a girl of his own sub-caste and married her. Despite a court order granting him custody of his wife, Ved Pal was lynched by the villagers in Singhwal, district Jind, in presence of police when he went there to bring his wife on the 22nd July.

The Commission observed that the contents of press reports, if true, raise serious issue of violation of human rights of the victims and issued notice to the Chief Secretary, Haryana Government calling for a factual report.
