DIRECT INTERACTION WITH THE FIELD LEVEL FUNCTIONARIES IN 28 SELECTED DISTRICTS

The National Human Rights Commission in its meeting held on 14th March, 2008 approved to conduct Human Rights Awareness Programme in selected 28 backward districts in the country, one in each State, for direct interaction with their field level functionaries with a view to spread human rights awareness at cutting edge level in the administration and also to facilitate better assessment of enforcement of various measures related to human rights. In this effort, the l attention has been focused on (i) food security, (ii) right to education, (iii) right to health, hygiene and sanitation, (iv) custodial justice, (v) human rights issues of Scheduled Castes (SCs) and Scheduled Tribes (STs), (vi) Right to Culture and Protection of Community Assets and (vii) Right to Life, living conditions and nature of responsibility of Government and Panchayats. The Chairperson, Members and officers of NHRC have conducted field visits as well as awareness workshops in various States in this connection.
The NHRC team which visited Chamba in Himachal Pradesh from 3rd -5th July, 2008 was led by Chairperson, Mr. Justice S. Rajendra Babu. Secretary General, Mr. A.K. Jain, Director General (Investigation), Mr. Sunil Krishna, Joint Secretary (P&A) Mrs. Aruna Sharma, Joint Secretary (Trg.), Mr. P.M.V. Siromony, Special Rapporteur, Mrs. Kanchan Chaudhary Bhattacharya, Director (Admin.) Dr. Sanjay Dubey, Section Officer, Mr. S.K. Gauba, Assistant, Mr. R.K. Nigam and Research Assistant, Mr. Bhaskar Tripathi were part of the team.
Another NHRC team visited Ambala in Haryana from 6th-8th August, 2008. It was led by the then Member, Mr. R.S. Kalha. Joint Secretary (Trg.), Mr. P.M.V. Siromony, Deputy Inspector General, Mr. Sudhir Chowdhary, Special Rapporteur, Mrs. Kanchan Chaudhary Bhattacharya, Director (Admin.) Dr. Sanjay Dubey, Section Officer, Mr. S.K. Gauba, Assistant, Mr. R.K. Nigam, Research Assistant, Mr. Bhaskar Tripathi and Research Assistant, Ms. Tapaswinee Mohanty were part of the team.
Similarly a team also went to North Sikkim in Sikkim from 27th-30th September, 2008. It included Special Rapporteur, Mr. Damodar Sarangi, Section Officer, Mr. S.K. Gauba, Assistant, Mr. R.K. Nigam, Research Assistant, Mr. Bhaskar Tripathi and Research Assistant, Ms. Tapaswinee Mohanty.
NHRC team also visited Jalpaiguri in West Bengal from 3rd-6th November, 2008. It was led by Member, Mr. Justice G.P. Mathur, Secretary General, Mr. A.K. Jain, Special Rapporteur, Mr. Damodar Sarangi, Director (Admin.), Dr. Sanjay Dubey, PPS to Secretary General, Mr. Rishi Pal, PS to Member, Mr. Mahabeer Singh, Section Officer, Mr. S.K. Gauba, Research Officer, Dr. Aparna Srivastava and Research Assistant, Mr. Bhaskar Tripathi were part o f the team.
Dhalai in Tripura was also visited by an NHRC team in its pursuit of studying 28 Backward Districts in the country from 25th -28th November, 2008. It was led by Member, Mr. Justice B.C. Patel. Joint Secretary (Trg.), Mr. P.M.V. Siromony, Director (Admin.), Dr. Sanjay Dubey, Under Secretary (Estt.), Mr. D.S. Rawat and PS to Member, Mr. Srinivas Kammath R were part of the team.
The most recent visit was made to South Garo Hills in Meghalaya from 16th -19th December, 2008. It was led by Member, Mr. Justice B.C. Patel. Director (Admin.), Dr. Sanjay Dubey, Under Secretary (Estt.), Mr. D.S. Rawat and PS to Member, Mr. Srinivas Kammath R were other members of the team.
STATEMENT BY NHRC CHAIRPERSON ON TERRORISTS' ATTACK IN MUMBAI
"The National Human Rights Commission expresses its deep sense of pain and anguish at the tragic events which have taken place in Mumbai. Terrorism is a mad violator of human Rights. A terrorist has no religion. He does not believe in the tenets of religion because no religion preaches such insane violence. Therefore, terrorism of whatever hue must be unequivocally condemned by all. NHRC appeals to all communities and sections of society to join in the fight against terrorism without any reservation."
