DM & SP, Shamli, UP issued notices in the incident of killing of a minor dalit boy for refusing to clean plates at a dhaba

The National Human Rights Commission has taken suo motu cognizance of a media report that an 11-year-old dalit boy was shot dead by a person for refusing to clean plates at a dhaba near Saharanpur crossing in Shamli District, Uttar Pradesh. The accused had come at the eatery late in the night on the 28th August, 2013 and ordered food using abusive language in a drunken state. He also called for the boy asking him to clean the plates. On refusal, he pulled out his gun and shot him. The victim was rushed to the nearest hospital but was declared brought dead on arrival.

Reportedly, a criminal case has been registered against the accused under the provisions of Indian Penal Code for murder as well as the provisions of SCs/STs (PoA) Act, 1989.

The Commission has observed that the content of the press report, if true, raises a serious issue of violation of victim's human rights and issued notices to the District Magistrate and Senior Superintendent of Police, Shamli to submit a report within four weeks. The Commission has also asked them to inform about the monetary relief being granted to the next of kin of the deceased.
