DR. DAVID BAYLEY'S LECTURE
The Commission organized a lecture of Dr. David Bayley, Distinguished Professor, School of Criminal Justice at Albany State University, New York on 13th February, 2009.Dr. Bayley is a specialist in International Criminal Justice with particular interest in policing. He has written many books and in many countries he is considered an expert on the subject. Addressing the gathering he said that human rights are fundamental to effective policing. He said that policing can be effective only if the Police have the faith and support of people, especially in respect of collection of intelligence and evidences. The approach for sensitizing the police personnel on human rights should therefore be that it is in their interest that they respect and protect human rights of citizens. Only then people will have faith in police and assist them in their functions. Earlier, Dr. Bayley was welcomed by Mr. P.C. Sharma, Member, NHRC. He recalled how valuable Dr. Bayley's publications have been for the training generations of police officers. Later Director General (Investigation), Mr. Sunil Krishna thanked Dr. Bayley for his brief but informative lecture. Several senior officers and staff members of the Commission were present on the occasion.
