Encounter of Ranbir Singh in Uttrakhand
The NHRC took suo motu cognizance of media reports on the alleged fake encounter of Ranbir Singh, a young MBA graduate by the Uttrakhand Police on 3rd July, 2009. The reports said that the boy was on his way to join his new office in Dehradun when he was gunned down by the police in the fake encounter. The post-mortem report published in the news papers casts doubt on the police version.
The Commission observed that such reports of police brutality, if true, are not only violative of human rights but also an insult to the civilized society which we claim to be. It is imperative that such incidents are independently and impartially probed and the delinquent police personnel are brought to book. The NHRC issued a notice to the Director General Police, Uttrakhand, calling for the post-mortem and inquest reports to the Commission. Considering the gravity of the matter the Commission also requested the Government of India to lend the services of the C.B.I. to enquire into the matter.
