Following are the recommendations and suggestions on handling the issues concerning the persons with disabilities.
On Education
= The concentration of most presentors was on persons disabled by birth, however they also felt that the issues of persons becoming disabled during course of occupation or otherwise should also be addressed.
= The collection of data must be updated by each of the states.
= There is a need to go beyond plans and schemes and introduce innovative ideas to protect the best interests of the PWDs
= The focus must also be on medical care of the disabled students
= The government agencies must also focus on rural areas
= Teacher student ratio should be appropriate by training sufficient number of new teachers.
= The teachers must be given permanent tenure
= The B.Ed curriculum should be changed so that teachers are trained to handle the special needs of PWDs
= Books for the disabled students must be provided at the commencement of the academic year.
= The scholarship to these students must reach in time and to the place of the recipient.
= Uniformity across the states in terms of policies and welfare schemes is necessary in order to inform the PWDs of their entitlement.
On Employment
= State governments must also take initiative to involve private sectors to provide jobs to PWDs.
= Steps must be taken to ensure recovery of loans
= Their potential must be taken into account while identifying suitable jobs for reservations
= Allocations of loans for entrepreneurs.
= Reframing process of allotment of loans.
On Access and Services
= Issue of accessibility should not be confined to construction of rams only, it also includes access to information facilities and services.
= Government websites must be made accessible for visually impaired.
= These websites must also be regularly updated
=· Public places like police stations and hospitals must have trained professional capable of handling the special needs of PWDs e.g. sign language.
= Guidelines issued by commissioner of disability and PWD of state governments are conflicting in many areas. These conflicts must be reconciled and resolved.
= The architects and engineers must be sensitized about these guidelines.
= To attain effectiveness in implementation of accessibility schemes time bound schemes must be put in place.
= Reconsideration of budgetary allocation
On Preventive Measures
= Much of disability is due to poor execution of preventive schemes like polio vaccination or blindness, flurosis, malnutrition triggered disabilities.
= Leprosy is also curable 100% and thus needs to be addressed.
= Prevention of accidents - major percentage of disability is due to road accidents. Road safety measures and design of automobiles for minimal damages.
= Change municipal laws to make it in consonance with the international conventions.
