Gap between State foreign policy imperatives and Human Rights

The role played by the foreign policy of a State in the promotion and protection of international Human Rights is a challenge for foreign policy makers. More often than not the demands of following a realistic foreign policy are in conflict with the promotion and protection of Human Rights under international covenants. At a speech delivered at the National Defence College in New Delhi on 27 June 2005, Shri R.S. Kalha, Member, NHRC said that with the process of diplomacy receiving a position of prime importance, the necessity of strengthening institutionalized procedures to protect Human Rights has become a necessity. Apart from international initiatives by various States there needs to be a strengthening of regional approaches also, he said.
