Hindi, Regional Languages and Human Rights

Since its inception in 1993, the Commission has been fully committed to safeguarding, promoting and spreading human rights awareness and literacy among the masses. It was with this aim that the Commission conducted a national level workshop on the role of the Official Language Hindi and other Regional Languages in the Protection and Promotion of Human Rights in Delhi on 16 March 2004.
Held for the first time, the one-day workshop was inaugurated by the Chairperson, Dr. Justice A.S. Anand who stressed on the need for use of regional languages especially mother tongue in reaching out to the common man. He cautioned that the language used be simple and devoid of jargons so that the illiterate are able to understand the message conveyed.
The workshop was held in two sessions, which were chaired by Members Justice Smt. Sujata V. Manohar and Justice Y. Bhaskar Rao. Six speakers deliberated on varied topics, the recommendations of which were summed up by Dr. Harish Kumar, former Chairman, Commission for Scientific and Technical Terminology at the end of the day.
Besides the workshop, the winners for Creative Writing on Human Rights in Hindi for the year 2002-2003 constituted by the Commission were announced. The award scheme started in 1998 envisages six awards of which three are given for original writings in Hindi and three for translation into Hindi of works from other Indian Languages and English.
Dr. K. S. Dwivedi and Dr. Sushil Kumar Bhatia were declared joint winners in the original writing category for the year 2002-2003. Dr. Dwivedi's book 'Manav Adhikar Darshan' deals with the need for an inseparable relationship between human rights and social system while Dr. Sushil Kumar Bhatia's book 'Bharatiya Sanskriti Ke Panch Adhyaya' dwells on how human rights are essential for the development of man's personality. They receive a cash award of Rs.25,000/-.
The second prize carrying a cash award of Rs.20,000/- was awarded to Dr. (Mrs.) Deepa Singh and Shri K.P. Singh who co-authored the book 'Manavadhikar Aur Pulis Tantra'. The book deals with Human Rights and police system.
The third prize carrying a cash award of Rs.15,000/- was jointly awarded to Shri Vikram Singh and Shri Vinod Kumar Mishra. Shri Vikram Singh's book 'Manavadhikar and Pulis' is about human rights of police and communal disturbances in the country. Shri Vinod Kumar Mishra's book "Manavadhikar Aur Vikalangon Ke Kanooni Adhikar' deals with the human rights and legal rights of the physically challenged.
