The Commission has called for the comments of the Chief Secretary, Government of Andhra Pradesh regarding a news report of a schoolboy being kept chained.
The news story under the caption "Residential school keeps boy chained" carried in a national daily on 19 December 2005 stated that "the management of a Residential Bridge School set up under Sarva Siksha Abhiyan, chained a second standard boy, Daniel, at Veldurthy to prevent him from running away from school.
The Commission observed that if the news report is true, it raises a serious issue of violation of rights of child by an NGO with a view to ensure fund flow to the school run by them under the Sarva Siksha Abhiyan claim.
