Integrated Plan of Action on Trafficking
NHRC has been working relentlessly on the issue of trafficking and had formulated a Plan of Action to prevent and combat trafficking in women and children. This Plan of Action took the form of an Integrated Plan of Action after it incorporated recommendations, which emerged out of several regional workshops on the issue. Earlier this year, the National Commission for Women along with National Human Rights Commission, Ministry of Women and Child Development and UNICEF organized a National Consultation to finalize the Integrated Plan of Action to prevent and combat trafficking in women and children. The Integrated Plan adopted a four-fold approach namely - prevention, rescue, rehabilitation and repatriation/re-integration. Besides providing a list of recommendations, the National Consultation spelt out specific action required to deal with the issue. The Commission constituted a task force to look into the expeditious finalization of the Plan of Action and come out with a comprehensive document. The task force comprises representatives from the Ministry of Labour, Ministry of Home Affairs, Ministry External Affairs, Panchayati Raj, National Commission for Women, Ministry of Women and Child Development, UNICEF, representatives from NGOs, besides NHRC.
Once finalized the Integrated Plan of Action will be circulated to all the States and Union Territories and the concerned authorities in order to take effective steps to put an end to trafficking in women and children. NHRC will monitor the progress of the Plan of Action.
