Misuse of NHRC's name

A story was carried in the newspaper 'Greater Kashmir titled 'NHRC's mis-adventures' datelined Srinagar, Tuesday December 7, 2004 and had referred to a man-women duo by the name of R. Singh and Ruqaya Sayed as claiming association with the National Human Rights Commission. It was reported that they had allegedly approached the husband of an alleged rape victim of Handwara promising that Rs. 3 Lakhs will be deposited in the bank account of the victim, if the victim does not pursue its complaint against the accused who is an Army personnel. Mr. Singh is believed to have produced an identity card as proof of his being associated with the NHRC.
The NHRC would like to clarify that it does not know nor it has any association with the said R.Singh and Ruqaya Sayed at any time, nor has the NHRC issued any Identity Card in the names of R.Singh and Ruqaya Sayed who apparently have been posing as its representatives. It may be also stated that NHRC has no practice of appointing observers.
