NHRC asks for report from DM & SP Lakhisarai, Bihar on the rape of four Dalit women

NHRC has asked the District Magistrate & Supdt. of Police Lakhisarai, Bihar to look into the complaint pertaining to the rape of four Dalit women at Ram Nagar, Suryagarha in the district on 6th August-2006 and submit a report within four weeks.
The Commission taking note of a complaint received from Bindeshwari Paswan and others stated that the contents of the complaint if true, are a matter of serious concern and amount to violation of human rights of women. A delegation of Members of Parliament led by Smt. Kanti Singh, Minister of State, also called on the Chairperson and gave a representation seeking Commission's intervention into the complaint pertaining to rape. They appealed for an in-depth investigation of the matter and stern action against the culprits.
As per the complaint, the accused came to the village threatening the villagers to teach a lesson, as they did not vote for them. They entered the houses of the complainants and raped them. Villagers, however, caught hold of two of them and took them to police station but the complaint was not registered. The next day people blocked the main road of the village protesting against police inaction. When the BDO was asked by the people to call the SP of the area, he ordered the police personnel to remove protestors forcibly, whereupon policemen lathicharged the people. The complainants alleged that the SP also did not accept the complaint and asked the police station incharge to challan three protestors in a false case. As per complaint, police obtained signatures of the complainants on a blank paper with a plea that they would draft their case in a proper way and the original complaint was removed by the police and another complaint regarding minor offences was written on the signed paper.
The Commission has ordered that a copy of the complaint be transmitted to District Magistrate and Superintendent of Police Lakhisarai, Bihar for the report.
