NHRC asks for reports from concerned authorities on the death of a disabled passenger pushed by the ticket examiner

New Delhi September 05, 2007 The National Human Rights Commission has sent notice to
SP, GRP, Shahjahanpur, Uttar Pradesh and Secretary, Railway Board, New Delhi on a press report, which said that the TTE on Sialdah Express pushed out a handicapped passenger from the running train, leading to his death.
Taking suo-motu cognizance of the press report, which appeared in the "Rashtriya Sahara" on August 31, 2007, the Commission said that the incident raises a serious issue of violation of human rights of the handicapped.
As per the press report, a physically challenged person named Imtiaaz and his friend Zafar had boarded the Sialdah Express at Shahjahanpur for Bareilly. The two had tickets for general coach but could not enter the general coach due to crowd and boarded a sleeper class compartment. The TTE on duty asked them to pay a fine of Rs.650. On their inability to pay the fine, the TTE thrashed the two and let off Zafar after extracting Rs. 50 as bribe. Since Imtiaaz could not pay the money the TTE thrashed and pushed him out of the running train. Zafar complained about the incident to the GRP. An Inspector of GRP reached the place of the incident and found Imtiaaz lying by the rail track writhing in pain. Imtiaaz was taken to Shahjahanpur but he died on the way.
The Commission after going through the distressing news, directed that a copy of the news report be sent to the two authorities for a factual report within four weeks.
