NHRC asks UP Government to provide deserving persons with BPL and Anthyodaya Cards: asks the State government to link
the cardholders and NREG Scheme

The NHRC Chairperson Justice Shri S. Rajendra Babu has emphasized that the process of identification of eligible persons for issue of BPL and Anthyodaya Cards should be transparent and only the deserving persons should be given the benefits of such cards. Justice Babu's statement came at an open court held by NHRC on the problem of food scarcity in Bundelkhand region of Uttar Pradesh.
The NHRC Chairperson also underlined the need to strengthen the Public Distribution System in Uttar Pradesh and asked that the National Rural Employment Guarantee Scheme (NREG) should be implemented in a more effective and transparent manner in the State. The Chairperson asked the State government to evolve a system to provide a link between the cardholders and the National Rural Employment Guarantee Scheme.
The open court was held after the Commission held an investigation into the reports of down playing of agrarian crises in Uttar Pradesh. The Commission had taken suo-motu cognizance of a report published in "The Hindu" on October 20, 2006. Following this a nine member team of the Investigation Division of the Commission headed by SSP, Mukesh Singh, visited seven districts of Bundelkhand region.
The report of the Investigation Division was submitted to the Commission and in continuation the open court was held in the Commission today. The court was attended by the Food Commissioner, Shri Deepak Trivedi; Joint Food Commissioner, Shri Vinod Kumar Rai; the ADMs of all the seven districts of Bundelkhand and two NGOs from Bundelkhand.
Shri Trivedi informed the Commission that a fresh survey for identification of persons eligible for BPL and Anthyodaya Cards in Bundelkhand was in progress and the final list was likely to be prepared by May 31, 2008. Shri Trivedi stressed that after disposal of objections the list will be finalized within a month. He also informed the Commission that an exercise for identification of bogus cardholders was undertaken and 29,000 bogus card holders were identified. He further said that the State government would provide relief to the affected persons. The Commission was also informed that about six lakh persons in Bundelkhand region had been issued BPL & Anthyodaya cards.
After hearing the statements of the State Government Officials, the Commission said that the case will be taken up for hearing again on July10, 2008 when the representatives of the UP Government will come up with a comprehensive scheme.
