NHRC calls for a report from Chief Secretary, Andhra Pradesh and Kerala for violation of human rights of students

The National Human Rights has sent notice to the Chief Secretary, Andhra Pradesh, on a report, which said that “Yellow Rice and Rasam” is being provided to the hostelers in the State. The report, which appeared in the “Andhra Jyoti” on September 8, 2007, said that during inspections by the Social Welfare Department Officials, it was found that 120 hostels inspected were providing rice and rasam instead of nutritious food to the inmates. These hostels were located in the Telengana region of the State covering the districts of Warangal, Nizamabad and Karim Nagar. The report also said that some hostels of Rayalseema district were providing eggs daily yet majority of the hostels lacked basic facilities. The report also highlighted that the State government had provided 1.5 crores of rupees per year for running these hostels, mainly for sanitation and other purposes yet for the last two years, the amount for the hostel expenses had not been released.
The news report also stated that 645 hostels including 120 girls’ hostels were suffering from sanitation problems, with bathroom and toilets unfit for use. The news report said sometimes the students were forced to attend the call of the nature in the open. Even the girls hostels lacked bathrooms and they had to make temporary bathrooms. Under these circumstances a girl in Anantpur district was sexually assaulted when she had gone to attend the call of the nature.
The report stated that no repairs had been undertaken the last two years in most of the hostels.
The Commission after going through the press report, (Case No. 864/1/23/07-08), directed that the same may be sent to the Andhra Pradesh, Chief Secretary, for a factual report within four weeks.
The Commission’s attention was also drawn to a story which appeared in the ‘Hindustan Times” on October 13, 2007 (Case No. 293/11/14/07-08). As per the news story, Moolankavu Government School at Sultan Battery in the Wayanad district of Kerala had introduced two different uniforms for its students. While the SC/ST students have to wear blue checked shirts, students belonging to other caste wore maroon checked uniforms.
The Commission after going through the press report said that it was a serious issue of discrimination against the SC/STs students and violation of their human rights. The Commission called for a factual report from the Chief Secretary, Kerala within four weeks.
