NHRC calls for a report from Chief Secretary, Haryana on the killing of a couple in Kaithal district; asks State police to provide protection to the deceased's family

New Delhi July 12, 2007
The National Human Rights Commission has called for a report in two weeks from the Chief Secretary, Haryana, on the killing of a couple Manoj and Bubli in Kaithal district of the State. The Commission has also asked the Haryana Police to provide adequate protection to the family members of the boy, Manoj. The Commissions' move comes after a Democratic Youth Federation of India delegation, along with the sister of the deceased, called on the Chairperson Justice Shri S. Rajendra Babu and gave a representation.
The representation highlighted that the Haryana and Punjab High Court had asked the State police to provide security to the couple when they got married. It also said that the police, however, lodged a complaint that the girl was a minor and they started harassing Manoj's mother and sisters.
Manoj and Bubli were compelled to come to the Kaithal Court where the District Judge refuted the police allegations that the girl was kidnapped. The District Judge asked the police to provide protection to the two. The representation said that the police left the couple in the Pipli township, at the mercy of their relatives and villagers. The two were however killed and their bodies were thrown into a canal. The representation, further, said that their bodies were declared as unclaimed by the police and cremation was done without informing the family members. Further, Manoj's family was ostracized by the villagers.
The representation requested for the Commissions' intervention in the incident.
