NHRC decides for a surprise inspection of a Juvenile Home in Delhi on allegations of criminal activities: Also calls for report from Delhi Government on rampage by juveniles

The National Human Rights Commission has taken suo motu cognizance of a media report quoting a juvenile released from Seva Kutir Juvenile Home, Mukherjee Nagar, New Delhi that it was quite dangerous to be inside the Home as everyday there were brawls and beatings. Most of the boys were drug addicts and they became aggressive when their demands for drugs were turned down. He also alleged incidents of sexual assault inside the Home.
Reportedly, boys, who had been in the Home for long, tend to exploit the newcomers in the Home. The boys, who came from Tihar Jail were hardened with their experiences in the Jail and were often very brutal. The Commission has directed its Director General (Investigation) to constitute a team for a surprise inspection of the Home and submit a report.
The Commission has also taken suo motu cognizance of another related matter reported by the media about the fight between two groups of juveniles in the same Juvenile Home wherein they went on a rampage, broke furniture and attacked some inmates with sharp edged blades on 17th December, 2013. The staff also could not control them. The Commission has issued a notice to the Secretary, Department of Social Welfare, Government of NCT of Delhi, calling for a report within four weeks.
