NHRC has issued notice to Maharashtra Government into the incident involving killing of Rahul Raj

The Commission took suo-motu cognizance on the distressing report appeared in "The Hindustan Times" dated 28.10.08 captioned "Encounter or murder".

The press report alleged that Rahul Raj, a Patna youth, was killed in an encounter inside a bus near Bailbazar area in the eastern suburb of Kurla in Mumbai on Wednesday, October 22, 2008 by the police officials of State of Maharashtra. The State Authorities have claimed that Rahul was killed in retaliatory fire. Bihar, Chief Minister, Nitesh Kumar, as per report, has stated that even if Rahul was wielding a gun, the police could have captured him. The boy did not seem to be a criminal.

The Commission directed the DGP, Maharashtra and Commissioner of Police, Mumbai, to submit requisite reports including the inquest report and the post mortem report as per the guidelines laid down by the Commission in their letter dated 22.12.03 within two weeks.
