NHRC-India, to help Afghanistan Independent Human Rights Commission in its capacity development
The National Human Rights Commission of India, NHRC-India, the Afghanistan Independent Human Rights Commission, AIHRC and the United Nation Development Programme, UNDP-Kabul signed a Memorandum of Understanding, MoU in New Delhi on the 6th May, 2011 under the National Institutions Building Project, NIBP for public sector capacity development in Afghanistan. The MoU, twinning with the existing NIBP, was signed on behalf of NHRC, India by its Chairperson, Mr. Justice K.G. Balakrishnan. On behalf of AIHRC, it was signed by its Chairperson, Dr. Sima Samar.
Under the MoU, NHRC-India will support AIHRC in policy and strategy development, project management, financial manage-ment, procurement and human resource management and the technical areas. Any explicit cost of such services including remuneration of experts/advisors shall be borne by NIBP funded by UNDP. The technical areas of cooperation shall be an evolving list and it shall be determined in accordance with the needs assessment ascertained over time during the implementation of the MoU. The initial indicative list of areas of cooperation for capacity development includes the following:-
Developing legislative and institutional framework for promotion and protection of human rights of the vulnerable sections of the society i.e. women, children and persons with disabilities.
Developing systems and procedures for complaints handling mechanism.
Developing systems and procedures for investigation of human rights abuses.
Developing systems, procedures and institutional mechanism for proper functioning of human rights offices at sub-national level.
Developing a proper and effective monitoring system and investigation of human rights abuses in conflict.
Developing systems and procedures for prevention of trafficking with special focus on women and children.
Human rights education and development of manuals and literature for promotion of human rights awareness.
Developing network and partnership with advocacy groups, human rights associations, NGOs and civil society.
Promoting research in the field of human rights.
Capacity development of social workers and NGOs, working in the field of human rights.
