NHRC issues Notice to Chief Secretary and DGP, UP on the recent happenings in Nithari Village in Noida

The National Human Rights Commission has sent notice to the Chief Secretary and DGP, Uttar Pradesh following media reports regarding sexual abuse of children and their murder by two people in Nithari Village in Noida. Taking Suo-Motu cognizance of reports appearing both in electronic media and newspapers, the Commission said if the contents of the reports are true, they reveal gross violation of human rights of the citizens and in particular the children because of certain acts of omissions on the part of public servants, who did not take timely action in the matter. The reports which appeared in the media said that at least 38 children from Nithari Village, near Noida's Sector - 31 went missing over a period of 30 months but only 19 police complaints were registered, though 5 of these 19 children returned home. The recent discovery of skeletons and body parts in the area suggest that more than those registered as missing have been killed. The report appearing in the press had said that employer-servant duo of Mohinder Singh and Surinder has confessed to sexual abuse, mutilation and killings of not only young boys and girls but also grown-up women and dumping the remains of those murdered in the drain behind the house.
The reports further revealed that their barbaric act came to light not because the police were investigating the disappearance of children but by sheer chance as they nabbed Surinder who was in possession of a cell phone belonging to a missing women Payal who was also murdered. Showing distress at the happenings in Nithari village, one of the editorials highlighted that the drain where the skeletons were found was neither cleaned nor inspected throughout the period of these horrifying happenings. It highlighted the negligence of the State Administration and said those who are guilty of and responsible for such prolonged negligence of even routine investigation and civil function should be sacked forthwith. The reports also said the same.
Keeping in mind the seriousness of the matter, the Commission has directed that related press clippings be sent to the Chief Secretary and DGP, UP for factual report within two weeks.
