NHRC issues notice to Delhi Government on corporal punishment

Taking suo motu cognizance of media reports, the National Human Rights Commission has issued a notice to the Directorate of Education, Government of NCT, Delhi seeking a report on the alleged beating of a class VIIth student by his teacher which led to a fracture in his left hand. The media reports carried on the 27th November, 2009 alleged that Lucky Bhola, aged 12 years, is a student of the Government Senior Bal Vidyalaya, A Block, Jahangirpuri. He was severely beaten up by his teacher Brahma Prakash, because he went out of the class to drink water without taking his permission. On his return to his house, Bhola complained of pain in his left hand. He was taken to Babu Jagjeevan Ram Hospital, where fracture was diagnosed in his hand.

The Commission in its notice has observed that contents of the press report, if true, raise serious issue of violation of human rights of the student, Lucky Bhola. It has asked the concerned authorities to submit a report on the incident within four weeks.
