NHRC issues notice to Haryana Government on the killing of Kuldeep in Hisar by the police

The National Human Rights Commission has taken suo-motu cognizance of a distressing media report which states killing of 22 years old student Kuldeep by the Hisar Police near Bhiwani in a fake encounter due to mistaken identity. The Commission has issued notice to the Director General of Police, Haryana, District Magistrate, Bhiwani, SP, Hisar/Bhiwani to take appropriate action with regard to investigation of the case as per the guidelines of the NHRC and has asked for a report in the incident within eight weeks. The guidelines were communicated to the Chief Ministers of all States on 2nd December, 2003 by the NHRC, Chairperson. The Commission has also sought Magisterial Enquiry Report, Post Mortem Report along with Report of Independent Investigation.
