NHRC issues notice to Union Home Secretary and Commissioner of Police, Delhi into the allegations of sexual harassment in CISF.

The National Human Rights Commission has taken cognizance of a complaint received from a woman Assistant Sub-Inspector, CISF, alleging sexual harassment, black mailing, intimidation and other atrocities by a fellow constable and inaction by the CISF authorities.
The Commission issued notices to the DG, CISF and Commissioner of Police, Delhi. The Delhi Police had reported that they had forwarded the matter to the CISF authorities for taking appropriate action. The CISF authorities, in their enquiry, found that the allegations leveled by the complainant were true.
The Commission, while considering the matter, noted that the Delhi Police has failed to understand that the complaint has disclosed the commission of a cognizable offence within the territorial jurisdiction of Delhi. It has issued fresh notice to the Commissioner of Police, Delhi to submit an action taken report within four weeks.
The Commission also noted with pain that though the complaint was received by the CISF authorities way back in the year 2011, but the Complaints Committee of the CISF has submitted its report only after about 26 months, that too after receiving the notice of the Commission. The Commission has considered that the delay in the dealing of the complaint has violated the human rights of the lady Assistant Sub-Inspector. It has issued notice to the CISF authorities, through the Union Home Secretary, why interim relief may not be recommended to be paid to the victim. They have been further directed to submit further report in the matter including final order of the disciplinary authority, within four weeks.
