NHRC issues notices to authorities in Rajasthan, Orissa and Uttar Pradesh
New Delhi August 08, 2007 The National Human Rights Commission has asked for a factual report in a months time from Chief Secretary, Rajasthan and SSP and DM, Udaipur, on an incident where a boy died due to thrashing by his teacher in Udaipur.
The Commission took suo-motu cognizance of a news report which appeared in "The Times of India" on August 3, 2007, and said that the incident is a violation of human rights of the victim. According to the report, a 17 years old boy, Arpit Kawadia of Class XII of "Alok Senior Sec. School", Udaipur was thrashed by a lady teacher for making noise during an examination. The boy was reportedly admitted in the MB Hospital, Udaipur, where he died on August 2, 2007.
The Commission also took cognizance of a report which said that more than 15 foetuses were found in Khurda district of Orissa. The report, which appeared in "The Asian Age", on August 2, 2007, said that the suspected female foetuses were recovered from the backyard of a private nursing home in a posh locality. These foetuses were found in glass jars and were sent by the police for further examination.
The Commission has asked for a factual report from the Chief Secretary, Orissa and District Collector Khurda in four weeks time.
Another report which drew the Commissions' attention was the suicide by five disabled people in Varanasi. The Commission took cognizance of the report, which appeared in the hindi daily, "Jansatta", on August 2, 2007. The report said that these disabled persons consumed poison and died in protest against demolition/removal of their stalls.
The Commission has given four weeks time to the Chief Secretary, UP, and the District Magistrate, Varanasi, for a factual report.
