NHRC issues notices to the Defence Secretary and the Chennai police Commissioner in the incident involving killing a boy in the army area

The National Human Rights Commission has come across media reports and also received a complaint based on one of the media reports that a 13 year old boy, Dilshan was shot dead allegedly by and an army personnel as he tried to trespass into a defence area in Chennai. The Commission has issued notices to the Secretary, Ministry of Defence, Govt. of India, New Delhi and the Commissioner of Police, Chennai, Tamil Nadu calling for detailed reports in the matter within four weeks in the wake of allegations made in the media report.
The incident occurred on the 3 July, 2011 at the Island Grounds area that houses army residential quarters, where Dilshan had allegedly gone to pick some fruits. Reportedly the State Chief Minister has announced a compensation of Rs. 5 lakh for the boy's family.
