NHRC notice to Centre and J&K Government over killing of a person in an encounter by Army

The National Human Rights Commission has issued notices to the Chief Secretary, Government of Jammu & Kashmir and the Secretary, Ministry of Defence calling for reports within four weeks on a complaint quoting a media report that an encounter had taken place between the Army and the terrorists in District Bandipura in which one Hilal Ahmed Dar was also killed.
The Commission has observed that the allegations, if true, raise a serious issue of violation of human rights of the deceased.
Allegedly, the Army officials did not inform as to whether or not the deceased was involved in the encounter. An AK-47 rifle was recovered from the place of incident. The local people have, however, protested and claimed that the deceased was working as a guard in a private company and was not involved in the encounter.
