NHRC notice to DGP, Bihar on reports of merciless thrashing of a mentally challenged man in Purnea by GRP

New Delhi, 1st November, 2013

The National Human Rights Commission has taken suo motu cognizance of a media report that the GRP mercilessly thrashed a mentally challenged man in Purnea, Bihar. A notice has been issued to the Director General of Police, Bihar calling for a report within four weeks.

The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human rights of mentally challenged person.

According to the media report, supported by a photograph, carried on the 24th October, 2013, Gyanendra Choudhary, a mentally challenged man, was injured while trying to cross the railway tracks in Purnea. GRP personnel took him to the District Hospital. However, he slipped out of the hospital. Later, GRP personnel found him at a roadside temple 400 meters away from the hospital. He was thrashed by them mercilessly and then was trussed and dragged back to the hospital. The victim was so brutally beaten up that he could hardly walk.
