NHRC notice to the concerned authorities in an alleged molestation of a girl on a moving train

The National Human Rights Commission has taken cognizance of a complaint that GRP, Mathura released some passengers despite having registered an FIR against them on allegations of molestation and misbehavior with a girl on board Ferozpur Janta Express. Not only this, the case was transferred to GRP, Palwal for want of jurisdiction, who, allegedly, were not investigating the case properly and rather helping the accused.


Meanwhile, the girl is reportedly undergoing treatment for mental and physical torture at a hospital in Delhi. She and her family members are being threatened for life by the offenders, who allegedly have a criminal background.


The Commission has observed that the issue involves safety and security of passengers and the allegations, if true, raise an issue of serious violation of human rights. Accordingly, notices have been issued to the Chairman, Railway Board, DGP, Haryana, DGP, Uttar Pradesh and Delhi Police Commissioner calling for reports within four weeks failing which coercive process will be issued.


Reportedly, on 3rd August, 2012, the girl was traveling along with her brother from New Delhi to Mathura. Between Kosi Kalan and Palwal Stations, the accused came near her seat and started misbehaving. Her brother rang up the police control room and the GRP but no help reach them. Meanwhile, some of them got down at Chhata. It was only at Mathura railway station that the remaining of the accused were nabbed by the GRP and an FIR was registered against them but they were released.
