NHRC notice to the Government of Uttar Pradesh over reported negligence of the nurses resulting in the death of a new born in Mainpuri (08.08.2016)

The National Human Rights Commission has taken suo-motu cognizance of a media report that a new born baby fell into a dustbin and died while the nurses were quarrelling in the labour room of the District Hospital Mainpuri, Uttar Pradesh. Reportedly, the incident happened on the 25th July, 2016.
The Commission has observed that the issue raises serious violation of right to life of the newly born. The contents of the news report also indicate towards the insensitive and negligent behaviour of the nurses of a Government Hospital, who are expected to take care of the safety and well being of the patients. Accordingly, a notice has been issued to the Principal Secretary, Medical Health and Family Welfare, Government of Uttar Pradesh, calling for a report in the matter within four weeks.
The media report, carried on the 26th July, 2016, was brought to the knowledge of the Commission by its Special Rapporteur, Mr. Sunil Krishna. Reportedly, a woman was admitted to the District Hospital for delivery on the 25th July, 2016 afternoon. She was taken to the labour room around 8.00 pm when there was a change in the shift duties of the nurses. Even as the nurses were, reportedly, quarrelling over as to who would take care of the delivery, the baby was born and fell from the table, in the labour room, straight into a dustbin and died, the family members of the new born child alleged that the nurses were quarrelling over the issue of money.
