NHRC notices to - Chief Security Commissioner, Central Railways, DGP, Bihar and Chief Secretary, Jharkhand
New Delhi September 13, 2007 The National Human Rights Commission has sent notice to the IG cum-Chief Security Commissioner, Central Railways, Mumbai, on a news report which said a naked woman in an unconscious state was found in a Mumbai local. The report which appeared in the "Times of India" on September 10, 2007 said that the woman was found in the first class compartment of CST-Titwala local train on September 8, 2007.
The report said that the woman had travelled about 65 km in the same condition and no one came forward either to help her, cover her or alert the Railway Authorities or police. The report also said that there had been no police personnel posted in the compartment. The woman was reportedly bleeding. However, one of the commuters was said to have informed a police constable who vanished from the scenes. The complainant Krishnakant then informed the Inspector General Police, Railways who reportedly instructed officers at Kalyan Railway Station to check the compartment, but by then, the train had left.
The Commission after going through the distressing news directed that a copy of the news report be forwarded to the concerned authority for a factual report within four weeks.
The Commission also took notice of a Tribune report which said that the eyes of three motorbike snatchers were gouged out in Bihar. The press report which appeared on September 11, 2007, said that the three were overpowered after a chase and beaten up mercilessly by a crowd in Sirdala near Nawada. Further, the report stated that the crowd gouged out their eyes with a pointed tool. The Commission after going through the news report, directed that, same be forwarded to the DGP, Bihar and SP, Nawada for a factual report within four weeks.
The Commission also sent notice to Chief Secretary, Jharkhand on press reports which said that inhuman conditions had compelled inmates from an orphanage in Dumka to flee. According to the press reports, an eight year old inmate of the orphanage died in the Sadar Dumka hospital last month. Some of the inmates of the orphanage alleged that the boy Narain who complained of abdominal pain was not given timely treatment and shifted to the hospital very late resulting in his death. The report also said even after Narain's death, the administration remained indifferent to the working of the orphanage funded by the State Government.
The matter came to light when 10 tribal children from the orphanage managed to escape, unable to bear the inhuman living conditions there, the report said.
The Commission has also said that an Investigation team of NHRC would be deputed to find out the conditions prevailing in the orphanage. Chief Secretary, Jharkhand have been given four weeks time for a factual report.
