NHRC notices to Delhi Education Secretary and DCP, South over sodomy in a Government school (30.9.2015)

The National Human Rights Commission has taken suo motu cognizance of a media report that three students severely beat and sodomized a fellow student in the backyard of their School in Fatehpur Beri, South Delhi on the 2nd September, 2015. The alleged perpetrators and the victim were the students of 9th class in the Government run school in the area. Medical examination of the victim also confirmed the incident.
The Commission has observed that the contents of the press report, if true, raise a serious issue of violation of human rights of the victim. Accordingly, it has issued notices to the Secretary, Department of Education, Government of NCT of Delhi and Deputy Commissioner of Police, South Delhi calling for reports within two weeks.
According to the media report, carried on the 10th September, 2015, the accused boys had a quarrel with the victim two months back. On the 2nd September, 2015, they called the victim out of the class and took him to the backyard beating all the way. Reportedly, they took off his clothes and on being resisted, beat him so severely with sticks that he was left almost unconscious, before sodomizing him.
