NHRC notices to Secretary, Health, Government of Jharkhand and SP, Ranchi over reports of stray dogs feasting on a new born girl at RIMS (06.7.2015)

The National Human Rights Commission has taken suo motu cognizance of a media report that stray dogs were found feasting on the body of a newborn girl at the State run Rajendra Institute of Medical Sciences (RIMS) in Ranchi, Jharkhand on the 28th June, 2015. While the hospital authorities chose to wash off their hands on the pretext that the incident had happened outside the hospital, the news report, quoting the hospital's own security guards suggests that the dogs carried the newborn from the hospital.

The Commission has issued notices to the Secretary, Department of Health & Family Welfare, Government of Jharkhand and Superintendent of Police, Ranchi calling for detailed report in the matter within four weeks.

Reportedly, the nurses at the Gynecology Department suggested that one baby girl indeed gone missing along with her parents soon after the delivery in the small hours of Sunday. The report raised questions about the security in the hospital and not having a proper mechanism to monitor patients leaving RIMS without proper discharge papers.
