NHRC notices to the Union Defence Secretary and DGP Assam over allegations of sexual assault by army jawans in Dokmoka

New Delhi, Dated: 17th July, 2015

The National Human Rights Commission has issued notices to the Secretary, Ministry of Defence and the Director General of Police, Government of Assam after taking suo motu cognizance of a media report that three women, including a teenager, were allegedly raped by army soldiers in Dokmoka on the 6th April, 2015.

The Commission has observed that the contents of the media report, if true, raise a serious issue of human rights violations of the victims. It has given two weeks time to the two authorities to respond to its notices in the matter.

According to the media report, the jawans, while patrolling reached Khorsim Athor village and took a 13 years old girl to the neighbouring jungle in Dokmoka. The girl's mother and a relative went after them to rescue her but they were also sexually assaulted. A police team had been constituted to conduct an enquiry. The medical examination of the victims had been conducted.
